JFC Engineering, PLLC is a Texas consulting engineering firm providing professional analytical design services include civil, structural, planning, land and site development for residential, commercial, and lite industrial projects, drainage, hydraulics & hydrology, flood plain management, environmental design, water, wastewater, transportation, traffic engineering, structural engineering permitting and municipal solid waste management, transfer stations, processing, disposal, landfill design, recycling, composting throughout the Houston area and Mexico.

Leadership


José Francisco Carrillo, P.E. a native of Guadalajara, Jalisco, México. He graduated with a Bachelor of Science degree in civil engineering from the University of Guadalajara, México in 1980 and Texas Licensed Professional Engineer in 2000 . He completed his training in municipal solid waste management degree at Texas A&M University, Texas in 1986.

In 1980 to 1984 he completed his residency in civil engineering training and was appointed professor of calculus integral at the bachelor’s degree of civil engineering school at the University of Guadalajara, México.

He continued his training at the municipal solid waste management company (formerly Best Pak Disposal) in Houston and served as assistant manager/controller, from 1985 to 1992.

He was appointed professor of the municipal solid waste program at the Texas Engineering Extension Service (TEEX) at Texas A&M University in the regional office in San Antonio, Texas from 1990 to 1997.

Mr. Carrillo is Founder/President in Houston, Texas of the engineering firm JFC Engineering, PLLC., is a registered firm with the Texas State Board of Professional Engineers, firm F-07340 in Texas, he focuses his entire practice for more than forty-two (42) years on the design of civil, structural, forensic engineering management, and use of municipal solid waste locally and internationally, since 1980. Mr. Carrillo has been a professional expert engineer in Texas the United States and Mexico, Since 2008 is engineer member and since 2022 to this year current Board Directors member of the engineering Foundation Performance Association, Bilingual Spanish, and English (written and oral).

Since it’s founding in 2003, JFC Engineering, PLLC has built a solid reputation as a premier civil engineering firm with expertise in civil resources, water and wastewater infrastructure, transportation, land development, program management, municipal solid waste, and much more.

We have a distinguished history of developing innovative and sustainable projects that positively shape Texas communities. Through the decades, we’ve partnered to provide safe water and wastewater systems, address subsidence, manage floodplains, and identify ways to fund major mass transit and highway projects.

We build strong, long-term client relationships by offering solutions and helping to get things done. We strive to look at projects from our clients’ perspectives, do excellent work, give them good value and help them accomplish their goals.
